It is significant to the development of rural reforming and even the entire national socialist modernization. TTF system regarded science and technology as the core, with farmers and TTF for the subject, with science and technology promoting the development of agriculture and rural area as the goal, through mechanism of the combination that the government promoting and the market pulling, that interests and risk sharing, builds up the new rural technology service system, which is a transformation process that the traditional agriculture to modem agriculture and innovative, systematic transformation on the mode of production, operation, management and organization.TTF pattern innovation was originated in Nanping of Fujian province. By the direct impact of the huge flood disaster in 1998, Nanping people broke the "three rural" dilemma to creat the nationally known "Nanping experience", that is "two-way choice, selection on-demand, high grafting, lower center of gravity, interactive linkage and one operation "mode. Then, many areas explored some practical models including the technology-oriented poverty reduction projects, technology incubation action.The main mode of TTF is pro bono, community of interests, entrepreneurial drive, intermediary services, etc. The ideological characteristics of TTF system is the concept of coordination of urban and rural development, innovation drive, industrialization, systematic thinking, information, etc. Target features of TTF system is cultivating modern agriculture industry system. The organization feature of TTF system is with modern managing form to promote agricultural development. Cultural character of TTF system is cultivating the modern farmers.The TTF innovative mode has the system function of coordination of rural and urban development, which is the blending channel of economic development of urban and rural areas, the exchanging bridge of science and technology between urban and rural areas, the important mechanism of urban and rural poverty alleviation by science and technology, system project of the sustainable development of the urban and rural, the link of urban-rural altogether civilization.From the aspect of system analysis, the elements of TTF innovative mode includes subject system, object system, operation system, institutional system, security system, which has system features of integrity, openness, structural, collaborative, complexity, self-organizing, controlling, sensitive dependence, delaying and timeliness to the initial system state. The TTF entrepreneurial mode has the system function of habitat benefit, integration, incentive, regulation and the coupling. "Great system" thinking, creative thinking, holistic thinking, open thinking,optimal design thinking and sustainable development thinking are constituent part of the system ideas of TTF innovative mode. The innovation soul of TTF innovative mode is seeking truth from fact. The innovation essence of TTF innovative mode is concept innovation. The innovation points of TTF innovative mode is system integration.Conforming to the special changes of the times, by the way of a series of innovation measures of system design, driven innovations, information construction, etc. TTF innovative mode embarked on a sustainable development path of agricultural science and technology services, agricultural poverty alleviation and development, coordination of urban and rural development, which has a distinctive innovation characteristics. My suggestion as follows: At the national ,setting up a work leading group of TTF, implementing action project of TTF, building regulations system of TTF, perfecting the dynamic mechanism of TTF and highlighting venture theme, expanding the service field, building development platform, integrating social forces, constructing the network system. Meanwhile, further reforming and improving agricultural management system, rural management system, financial system, information service system and the land transfering system, the cadre and personnel system, in order to provide matching system institutionalization of TTF.
