| It is one of the important issues for promoting new rural reform and development to reform the land requisition system, narrow the scope of requisition land gradually, improve land requisition compensation mechanism, which attracts the attention of all fields of the community. Land compensation issue which was regarded as the core issue of land expropriation system, became the focus of rural land reform. The author analyzes the compensation standard of land requisition applied in the counties of Hohhot. The author thinks that the standard is lower, the standard is incompatible with the level of economic development, and it can not prevent the decreasing of the living standard of the landless farmers. Therefore, in order to improve social security of landless farmers, we should take the counties in Hohhot as the scope, to promote land market in villages and counties of Hohhot to develop healthily, sustainably and stab lily.As far as the theoretical research, this article draws on the principle and methods of land requisition compensation from foreign countries; the author thinks the social security problems that the land requisition compensation should solve include old-age insurance, medical insurance and employment insurance. In order to solve these problems, the author thinks we should determine the connection between the price of social security and the productivity of agricultural land, and establish mathematical relationship between them, and then make a new system of land requisition compensation.As far as the evidence, according to the actual conditions of the counties in Hohhot, and based on the social security function, this article calculates the social security prices, which include the old-age insurance, medical insurance and unemployment insurance prices, and accounts agricultural land productivity of the counties in Hohhot which includes theoretical productivity, accessible productivity and actual productivity. By surveying the field samples, establishing index for the samples of theoretical productivity and natural gravity, and the mathematical model between the sample of the accessible productivity and utilization, the author calculates theoretical productivity and accessible productivity of the counties in Hohhot, and then accounts the actual productivity. Through determining connection between the price of social security and productivity of agricultural land, the author gets the result that the connection between the price of social security and accessible productivity of agricultural land is higher. Therefore, based on the accessible productivity of agricultural land, the research on the price of land compensation identifies the multiple and output value of accessible productivity of agricultural land of all the villages of the counties in Hohhot, and gets the new price for land compensation.According to the above studies, the author divides the price for land compensation of all the villages of the counties in Hohhot into six grades, from the Grade One 280598 yuan/hm2 to the Grade Six 40365 yuan/hm2, and at last forms new price for land requisition compensation, which based on the villages of the counties in Hohhot. |
