Our country comes at a fast-developing sprint period time in the12th Five-Year-Plan period. All sectors of society has got very great development in the12th Five-Year-Plan period. Urbanization mainly of urban construction stimulating local economic development’s impact was huge.<Urban blue book> released by Chinese Academy of Social Sciences on July30argues that China’s practical urbanization rate is42.2%. It is estimate there is390million the transferring agricultural people need to be urban residents by2030. Now, there are190million farmers, the number of increasing population as much as200million. With enlargement of city’s scope, city’s functional more and more better, as the same time, the demand of urban land increases. the method of urban land supplying there are two main ways, one is occupation farming land in semi-urban areas, the other is Land acquisition of shanty towns and old town transformation. So land requisition compensation and interest is important issue about the local economies, the national economies and relative industries development. With the centre of urban in regional economy increasing, the scale and speed and potency of urban development, result in house dismantling scale more and more bigger. The interest conflicts be exposed during land requisition compensation and interest leaded by local government, and It have attracted more and more attention of the whole people and the social.
