Land requisition is one deed that the state changes collective land into land of the state and at the same time makes some financial compensation to the collective in order to satisfy requirement of public construction or public welfare . Born in the planned economy era , land requisition system in our country remains unchanged while changes of lots of conditions have taken place at present , thus a lot of social contradictions and land disputes occur with the lower land acquisition compensation standard. According to The State Council on deepening reform strict land management decisions (States made [28, 2004]) on April 22 . 2004, the State Land Administration (Abbreviation: P. R. C land) sent out Document 238 P. R. C land. made [2004] and Document 144 P. R. C land. made[2005] one by one in order to satisfy the request of the documents . local governments should complete establishment of comprehensive price or annual production value uniform standards of requisition land by the end of April 2006, and then hand in to P. R. C land for registration after measurement.But at present establishment of comprehensive price of requisition land are conducted according to Guidance for compensation for the land requisition system and Notification of conducting works on making annual production value uniform standards of requisition land and comprehensive price of requisition land . On measurement methods and measurement technical procedures P. R. C land only gives advises in terms of guidance including farmland price factors revision , multiple output method and case comparison revision . P. R. C land wants local governments to make comprehensive price of requisition land with at least two methods above regarding of local actual conditions, and without a complete system on measurement methods and measurement technical proced -ures .There are larger exploration space and local governments should adopt reasonable measurement methods taking regards of local actual conditions. This paper wants to find a measurement method to make comprehensive price of requisition land in keeping with actual conditions in Gansu province by analyzing and studying the three methods above in combination with Farmland valuation rules. This paper begins with the methods mentioned in Guidance for compensation for the land requisition system, in combination with actual work in making comprehensive price of requisition land made by College of resources and the environment of Gansu Agricultural University in urban planning areas in Dingxi city , Zhangye city , Jiuquan city , Lanzhou city and so on, and puts forward the reasonable method based on discussions of Applicability of methods mentioned in guidance in Gansu province after deep analysis and study.The author think that farm land price factors revision , multiple output method are not adapted to making comprehensive price of requisition land in Gansu province; case comparison revision method is the inevitable request of the development of land market ,it is a better choice matching actual conditions ; in addition, land requisition compensation in our country should practice by 'compensation according to price' after analysis and study of Land acquisition compensation system in and abroad ; namely land requisition compensation standards should be comprehensive compensation standards including direct loss compensations and indirect loss compensations in land requisition and reflect factors such as land quality , area conditions , supply request of land , social guarantee and so on. Thus the author has undergone study on superposition method ( namely price of land quality add that of social guarantee ) mentioned in Farmland valuation rules, and considers that sup -erposition method is also a better method of measuring comprehensive price of requisition land ;and the author puts forward creatively a new method named individuals will investigation method that can reflect wills of the three: government , land users , peasants and peasant collective based on the comprehensive analysis of actual works in Dingxi city , Jiuquan city , Zhangye city and so on.
