Research On The Ecological Compensation Of Mineral Resources Development In Grassland

With the rapid development of our economy, mineral resources consumption has been increasing steadily in recent decades. Inner Mongolia as a national energy base, its mineral resources exploitation is increasing. Consequently, this poses a major threat to the grassland ecosystem, one of the advantage resources Inner Mongolia and the problems of mining area are rising. Therefore, how to ensure the sustainable utilization of mineral resources at the minimum cost of environment have become the major issues of common concern.This study works in accordance with the operating method of"To find the problems—To analyze the problems—To solve the problems". The theoretical support based on the ecological economics, environmental economics, property right theory and the externality theory, and the ecological compensation involving the mineral resources exploitation under the environment of grassland is set as the research object according to different countries'ecological compensation theory and their practice. SuniteZuoQi in Inner Mongolia, Chaganaobao specific problems as our study base, we systematically reveal ecological, economic and social issues of grassland faces, which based on defining the basic connotation of the grassland ecological compensation for exploitation of mineral resources and clarifying the present situation of exploitation of mineral resources in Chaganaobao, SuniteZuoQi Inner Mongolia region. Through the analysis we discover that the fundamental problem of ecological compensation involving the exploitation of mineral resources is property rights problem due to the current legislative contradictory and vague property rights of grassland, deep contradiction herdsmen's development limited due to the poor administrative of mechanism of mineral resources exploitation of grassland, some phenomena such as ecological compensation funds shortage, bad coordination of government's compensation and imperfect market compensation system due to the unreasonable operating system. Accordingly, this paper puts forward some suggestions on the improvement of ecological compensation of grassland mineral resources exploitation. We carry on the diversification of ecological compensation method, dominated by government and promoted by market to improve the systematization and coordination of compensation policy. We should adopt the pastures equity from to solve the problem of herdsmen's living and developing. Project construction depends on the local human resources to improve human resources in resources development projects of local residents. Through collecting taxes to increase the economic pressure of social organizations and individuals damaging environmental resources, we promote them to strengthen the conservation and utilization of natural resources, and reduce environmental damage.
