The Study On Mineral Resources Exploitation Ecological Compensation Of Innermongolia

The rapid economic development is inseparable from the support of resources. Along with the rapid development of China economy, mineral resources consumption increases year by year, environment problem at the mining area has become increasingly prominent. Mineral resources reserves are abundant in Inner Mongolia. It provides energy security for the national economic development. With the construction of national strategic energy basis, increasingly exploitation of mineral resources, Inner Mongolia is emerged to be the mineral resources development provinces. Mineral and its extension in the industry plays more and more important role in the national economy. Mining gradually become the pillar industry on economic development of Inner Mongolia. However resource exploitation often brings negative effect of environment, and causes a series of environmental problems.The research is based on the Sustainable development theory, Environmental resources value theory, the Externality theory, the Circulation economic theory and the theory of Property rights. The study starts from academic tracking of both theory and practice about Ecological compensation, focus on the Inner Mongolia exploitation of mineral resources ecological compensation, defines the exploitation of mineral resources of ecological compensation on this paper. The author expounded Inner Mongolia exploitation of mineral resources situation and its problems, such as having changed the original grassland, occupation of land resources, the mining of "three wastes" environmental pollution, the mining area environment impact health of residents, low resource utilization rate, serious waste of mineral resources, etc. And then make a general analysis of its causes. Reveal the mineral resources ecological compensation policy limitation, such as Relevant laws, regulations and technical standards are imperfect; Environmental impact assessment index system is not perfect; Mineral resources development environment cost is neglected; Collection and use of Ecological compensation fee is disordered; Lack of grass-roots mineral management and so on. At the end of the article, the paper puts forward corresponding countermeasures, such as raise the price of mineral resources, improve evaluation index system, standardize the management system and so on, for government decision-making.
