With competition intensifies, time for enterprises to improve the competition is becoming more and more important. Many management thoughts such as just in time delivery and Vendor Management Inventory emphasizes the importance of time management. In the fierce market competition, the core of idea to realize the quicker response is to shorten the lead time of the demand. To shorten the lead time effectively can reduce the safety stock level, save investment in inventory, improve customer service level and rapidly response to the changes of production plan. At the same time it can also well meet the requirements of enterprises time competition.Lead time is one of the important parameters in procurement inventory management. The length of it directly affects the level of procurement inventory management. First, this article supposes that the inventory parameters are accurate with the certainly total demand and the requirement of lead time obeys the normal distribution. It respectively establishes the total cost optimal inventory model for constant lead time, random lead time and controllable lead time. The example analysis can come to the conclusion that properly compression the lead time can reduce the total inventory cost. Then it does research in decision variable with fuzzy parameters in controllable lead time inventory model with fuzzy structured element method and gives the membership function expression that all kinds of parameters are fuzzy decision variable when they are respectively the fuzzy numbers. The membership function expression can clearly see the decision variables'scope and extent. According to the fuzzy decision variables of membership function, using method of decision-making solves for the fuzzy decision variables of decision-making equations. The example analysis can draw the correctness and rationality of the model. Finally, after compressing lead time and order with the quantitative analysis, it proposes two comparison advanced purchasing and supply management concept-Vendor Management Inventory and just in time delivery-to compress lead time and analyzes the operation mechanism, operation process and risk prevention.
