Together with the undesirable phenomena such as exceeded costs, delayed progress and lowered index, etc. The military weapons and equipment acquisition management system of the PLA exists many defects currently, including system incompleteness, plan carelessness, and supervision inadequate. These defects and phenomena are due to many risk factors existed in acquisition process affecting the quality of acquisition. Under the precondition that the quality of the weapons and equipment acquisition is not taken down, how to reduce risk, obtain higher tactical & technical performance with less capital investment, cut down development cycle, and how to build an appropriate mathematical model figure out the degree of risk, are becoming the key factors affecting the success of military weapons and equipment acquisition. Firstly this article clears the concepts of military weapons and equipment project management, weapons and equipment acquisition, acquisition risks and other related terms, and summarizes the status quo of the acquisition and management military powers system of China. Secondly, it sums up the basis, steps and methods of the acquisition risk of military weapons and equipment. Analysis the source of the acquisition risk from the six aspects:fee, rules and regulations, personnel,technology, environment and operational maintain. Each of the factors including lots of sub-factors.And this paper builds a risk evaluation index system. Thirdly, introduce the conception of the fuzzy comprehensive evaluation method as well as how to use the basic principles of fuzzy comprehensive evaluation method for evaluating the acquisition of military weapons and equipment. Based on six categories of risk factors, the risk evaluation index system of new types of electro-optical targeting systems equipment is established, and calculate the degree of risk, at the same time, figure out how to use risk-factor method, which is an evaluation algorithm considering the consequences of failure and failure probability of military weapons and equipment acquisition. Finally, in this paper we offer a proposals for our military weapons and equipment acquisition project risk management:improving the legal environment for the management of equipment acquisition, rebuild the develop plan of equipment development, reforming equipment acquisition strategy, enhancing the efficiency of using funds, optimizing the regulatory agencies, and putting the acquisition team building to a prominent location.
