China's economic diplomacy occurred in the context of the overall transition. It is also the direct result of the transition of Chinese foreign policy since restructuring and opening. Therefore, the transition of the overall diplomatic strategy is the internal force of the economic diplomacy. For external factors, China's economic development requires the support of diplomacy. And the most direct way to help the domestic enterprises get access to foreign markets and resources is diplomacy. Therefore, the objective needs of economic development constitute the Chinese economy diplomatic external factors.ASEAN is one of the most important peripheral areas of China, and one of the areas where Chinese diplomacy acts most vigorously. It largely comes from Chinese diplomatic practice to ASEAN that puts forward the foreign policy of "Harmony, security and prosperity to neighbors". The Prosperity-to-Neighbors Policy can be summarized as the economic diplomacy policy. Thus, the sources of political power of economic diplomacy of China to ASEAN are these foreign policies. In addition, ASEAN has its inherent advantages from the perspective of Chinese "Going out" strategy, such as geographical proximity, abundant resources, market complementarily. These factors combined constitute economic factors that China makes great efforts with ASEAN economic diplomacy. The concrete economic diplomatic actions that China takes to ASEAN in new times, which is also its manifestation, shows the character of multi-agent, multi-level and diversification. In particular, platforms are set up, such as China-ASEAN Free Trade Area, China-ASEAN Expo, China-ASEAN Business and Investment Summit, and even the Roundtable dialogue between Vietnam's Deputy Prime Minister and CEO of Chinese enterprises. Also, the national level strategy of "Going out" are put into practice, which directly promotes the development of Chinese enterprises in ASEAN, such as the Guangdong Province Association of Southeast Asian Nations "Double shift" strategy. And the innovative support models of China to ASEAN's economic development comes out after the 2008 financial crisis—the establishment of China-ASEAN Investment Fund.
