The Policy Analysis Of Suzhou Public Housing

Housing is one of the living essentials for the existence of human being, and thereby in the international community the housing right is also regarded as one of basic human rights. Public housing is to construct and supply the suitable housing for middle-low income group and special social group that the government concerns. In some degree, it reflects the social justice and ensures the stable social development. The urban housing system reform of China has been implemented for some years. Currently we have set up the urban housing-ensuring system including the housing subsidy system, housing accumulation fund system, affordable housing system, low-rent housing system. At the 7th Session of the Standing Committee of the 11th National Congress and the 3rd Session of the 1 lth CPPCC National Committee, about 438 proposals related with housing-ensuring have been submitted, housing-ensuring became one of most-watched hot topics. Many committee members believed housing-ensuring issue is important for people's livelihood, and suggested to deepen the housing system reform and perfect housing-ensuring system.In this article, Suzhou City as an example, through the introduction of public housing policy of domestic developed regions and international developed countries, as well as the review and analysis on the development of our housing models, it analyzed the existing problem during the implementation of Suzhou's present public housing policies with adoption of documentation method, research method and deep interview method. Through the investigation on real thoughts and willing of housing-ensuring object, it searched the suitable public housing developing models with Suzhou's characteristics, and thereby it provided policy suggestions to perfect Suzhou's public housing-ensuring system.The main content of this article can be divided into four parts. In the first part, it illustrated the background, purpose, relevant theories and practical value of the research on public housing policies and introduced relevant concepts, research methods and thoughts adopted by this article. In the second part, through the analysis on the present pubic housing policies of representative developed countries and regions and our country, it brought forward the suggestion to learn and refer to these developed countries' public housing models.In the third part, it generally introduced Suzhou's present public housing model, and then through the investigation and interview on the middle-low income family, it searched exiting problems during the implementation of Suzhou's public housing policies and thereby carried on corresponding analysis. In the last part, based on the above discussions and analysis, it brought forward policy suggestions on the perfection of Suzhou's public housing models and also proposed relevant assumption on the matched policies.
