Research Of Public Housing Policy In China

Housing is a problem closely related to the livelihood of people,it plays an important role in country’s economy society, and gets a lot of national attention. Developed countries protect the rights of the residents living by legislation,after decades of housing reform, basically solved the housing problems of people. Although many developing countries implement a number of policy measures, but for various reasons, the policy effection is not evident, housing problem still needs new institutional models to resolve.As the world’s largest developing country, at present, China’s economic develop rapidly, economic output has been the second largest country in the world, GDP per capita rise to4,000dollars.However, progress in economic development don’t make national living conditions improved Substantially. Currently, the need for affordable housing is more than7,700million housing units in our country,but after ten years of construction, affordable housing stock is13million units, Coverage of affordable housing is less than8%, housing supply gap is large.Although China’s Government has repeatedly stressed the construction of affordable housing, and encouraged active participation of the business groups, but due to financial, land and policies not in place, and the lack of support of social forces, resulting in the development speed of public housing is very slow.In the above context, this paper proposes research of public housing security system, I hope, through my own comprehensive study, I can provide the theoretical model for relevant decision-makers to draw on.This article is divided into five sections, from theory to specific system policy, according to levels to analysis.The first chapter explains the research background, meaning, ideas and methods, combing the research results at home and abroad, and analysis the article in the main innovations and shortcomings.The second chapter describes the main contents of public housing from international and domestic including the definition of public housing which has six basic characteristics, closely related to public housing policy and the three typical patterns.The third chapter studies the evolution of public housing policy, from1998the housing policy has been divided into three phases, through these three Stages of the study, analysis the evolution of public housing that related to policies.In addition, discuss the advantages and disadvantages of affordable housing, low-cost housing and housing accumulation fund system, it is recommended to progress the implementation and development of good policies, remove the public housing development policies that are not suitable.The fourth chapter mainly study the United States, Japan, and Singapore’s public housing policy, mainly from the legal system, the supply of housing funds, financial and monetary systems to conduct a comprehensive discussion. Chapter fifth is the key of this article, Government has the responsibility and obligation to guide intervention of the market.Intervention in the boot prodcess, support the implementation of public housing policy through of funding, land, housing supply, institutional an policy, and effectively protect the housing rights of low-income families, and ultimately realize home ownership.
