On The Housing Security Problem For Low-income Group In Urban Areas

To establish a perfect urban housing security system is a necessary supplement of market mechanism and an important part of the nation's social policies and social security system. In order to realize social fairness and secure the habitation of city dwllers,especially the low-income dwllers,the government must take effective measures to solve the housing problem for low-income group.Because urban low-income group housing security system in China is just taking off and the policy system itself is not perfect.Moreover,there are still some deviations when we apply the policy system into real situation.Therefore,the result of current urban low-income group housing security system is not satisfied on the whole,and most urban low-income group just can enjoy the guarantee policy within limits.This paper analyzes and statement and thinks the basic theory of the urban housing security system. It discusses the statement and enlightenment on social security and housing security issues for low-income group of western economics.This paper studied the theory foundation of the housing security system for low-income group.Through these studies,we can establish the objects and coverage scope of the housing security system with more reasonable standards.This paper also made a comparison analysis of the implementation of the housing security from some foreign countries which are successful in solving housing problem of low-income group.We summarize some successful experience that these countries all have sound legal system,policy guidance,security ways and the government role in common.Through the analysis and comparison,proved the importance of government in security system,we can find some solutions to solve the housing security problems in China.Basing on analysing the issues on social security and housing security for low-income group of western economics,this pater integrates and inherits the existing research results and at the same time proposes its own characteristic and innovation ideas.In a world,basing on this existing research results and that the present study is not deep enough,this paper tries to make a quite overall and systematic study on housing security problem for low-income group in urban areas and basically establish a more perfect framework for the system.
