Research And Application Of Shanghai Energy Savingand Emission Reduction Evaluation System

Energy saving and emission reduction is the main aspect of building a resource-economical society. With the rapid development of energy saving and emission reduction activities nationwide, there has been increasing attention to its evaluation problem. But till now, there isn't an authoritative evaluation system released out yet, which makes troubles to the whole management of energy saving and emission reduction.This article recommended an evaluation system based on the energy utility characters of Shanghai, using the theory of Resource and Environment Performance Index. The main function of this system is to help study the energy saving and emission reduction status of Shanghai City, and support related government functions with their objects-making, daily observation and assessment work.There're two main contributions of this article. First, the writer recommended an evaluation system which didn't exist in Shanghai. Second, this evaluation system divided statistic indexes into 7 kinds by government functions, which can clarify the opportunities of each function and make less misleading. The writer also made detailed analyses using this system. It shows that this system can work quite efficiently and properly. It is hoped that this system can extend our thoughts on management innovation and be helpful in energy saving and emission reduction activities.
