Study On The Evaluation For Energy Conservation And Emission Reduction Of Hubei Transportation Group

With the rapid development of economy, energy demand is bigger and bigger so that the price of international oil has also been gradually improved. The serious situation of oil energy is the main factor that restricts road transportation enterprises to develop. The "Twelfth Five-Year Plan" about energy conservation and emission reduction, which is formulated by the National Development and Reform Commission, have proposed to treat reducing energy consumption intensity, carbon dioxide emissions intensity and emissions of major pollutants as an important binding targets.The group of Hubei passenger transportation plays an important role in the road passenger transport industry in Hubei province. How to strengthen energy conservation and emission reduction of transport enterprises to establish an effective evaluation system of energy conservation and emission reduction is a question to be solved urgently.Focused on Hubei road transportation enterprise and passenger transportation group, evaluation and research on energy conservation and emission reduction is made in this paper. Firstly, combining with the conditions of energy conservation and emission reduction of the Hubei passenger transportation group, the factors were analyzed. Then combining with the existing problem in its practice work and according to the relevant laws and documents issued by the competent authorities of national and local transport and communications, an effective evaluation system of energy conservation and emission reduction is established for road transportation enterprises. The index system is considered from six aspects, such as organization construction, the implementation of its policy, the indexes of energy conservation and emission reduction of cars, the promotion of its new technology, the optimization of transport organization structure, the training and management of drivers. AHP-fuzzy comprehensive evaluation method is adopted to assess and study energy conservation and emission reduction of Hubei passenger transportation group. The method has effectively solved the problem of setting the weight of evaluation index system about energy conservation and emission reduction of road transportation enterprises. The indexes of energy conservation and emission reduction are analyzed qualitatively and quantitatively, which provide a reference for the actual enterprise assessment. Finally, based on the results and analysis of the evaluation, suggestions on strengthening energy conservation and emission reduction are put forward from governments and businesses.
