Study On Evaluation Index System And Development Countermeasure Of Energy Saving And Emission Reduction In Oil And Gas Resource City

With the economics develop continuously, energy and environmental issues become apparent. Oil and gas resources city develops based-on the oil and gas resources, due to the resource depletion, single industrial structure and the ecological environment being destroyed, the city’s sustainable development is facing a severe situation. The energy saving means using technically feasible and economically reasonable as well as environmentally and socially sustainable measures, in all aspects of energy production to consumption, to reduce energy consumption, losses and pollutant emissions, stop the waste and use energy effectively and rationally. Therefore, vigorously promoting energy saving is an important measure for oil and gas resources city to achieve the goal of sustainable development.Through the analysis on relevant theory on oil and gas resources city’s energy saving in and abroad, compared with developed countries, our oil and gas resoures city’s level of energy saving is relatively low, the relatively research is at its initial stage and the theory is insufficient.In this paper, through field research and data collection in oil and gas resources city of Daqing, making profound analysis of the current situation and existing problems to oil and gas resources city’s energy saving, using score table method to build the evaluation system of oil and gas resources city’s energy saving, determining the weights of each indicator with the method of AHP. Finally, making the empirical analysis on the country’s largest oil and gas resources city Daqing, rating assessment through the project indicators’ completion of Daqing City from 2007 to 2011, summarizing the results and problems of energy saving in the past five years, and in the last chapter giving the corresponding measures and suggestions to the oil and gas resources city’s energy saving.
