With the gradual deepening of the globalization of software industry, China and Hebei province will face a new development opportunity in software industry development. As the opportunity coming, how to learn from India's successful experience in development of software industry to resolve the current problems of Hebei to achieve better and faster development, has a strong practical significance.In this paper, starting from the development of India's software industry, using Michael Porter's "diamond" model as a theoretical basis, analysis the success of India's software industry from the factors of production, market demand, related and supporting industries, business strategy and competitive structure, government policies and opportunities, concluding that the success of India's software industry can not develop without language advantage and reasonable personnel structure, actively international and domestic markets, supporting from software parks and the industry associations, encouraging business innovation and quality certification, powerful sound policy from government, sizing the development opportunities. And then analysis the certain achievements of Hebei software industry in the past year, finding some problems in Hebei software industry: the personnel structure is irrational and the business are small etc; finally concluding that our province can learn from the development experience of India's software industry, through increasing government support and optimizing the development environment to construct a reasonable personnel structure, and other measures to promote the development of software industry in our province.
