Explore The Evaluation System Of Low-carbon Cities

By over-consumption of fossil fuels leading to global warming has caused widespread concern around the world.Global temperatures continue to rise,causing frequent occurrence of natural disasters,even threating the survival of mankind. According to UN statistics,the global cities around the world to accommodate more than half of the total population,the emissions of greenhouse gases accounted for 75% of the total.Therefore,the city needed to reduce CO2 emissions and develope low-carbon economy to mitigate climate change and ensure human's sustainable human development.In order to promote the development of low-carbon city,we must establish a set of designed and operable evaluation index system for low-carbon city,so as to identify the main problems that exist in low-carbon city development and provide scientific arguments for urban low-carbon economic management and decision-making.This paper attempts to use the theoretical framework of Chinese scholars to establish the evaluation index system that adapt to China's low-carbon city development.the concept of sustainable development is the core of the index system.This evaluation system is composed by 3 systems and 14 targets,which fully reflected the level of low-carbon city development.On the basis of the evaluation system,the paper evaluated the level of Low-carbon economic development in beijing. The conclusion is that beijing's low-carbon economic development level is in increasing state.but there are also some problem.for example, Around 2001, low-carbon index and social index significantly smaller than economic index, leading Composite Index also small. During the follow years, low-carbon index and social index in Beijing and economic indicators has basically the same, or even better than the economic indicators. However, since 2006, low-carbon index, social indicators and the composite index has lagged behind economic indicators.the paper will tell you the reason for these Phenomenon.In the end,the paper summarized the development model for new energy,low-carbon urban planning,low-carbon finance,low-carbon transport and low-carbon building in Beijing,and proposed some suggestions which can ensure the smooth development of Beijing's low-carbon economy.
