In the overall situation that Chinese economy develops rapidly, enterprises have to face great pressure from the market environments as well as more and more fierce competitions. Under the condition of limited resources, enterprises have raised ever-increasing demands on aspects of technical merits, human resources, assets management, operational management, etc. Enterprises should adapt to rapid changes in the markets, meanwhile, clear the strategic goals to promote the sustainable development. It has become urgent problems to enhance the competitiveness of enterprises through management innovation, as well as to establish the comprehensive performance management system in enterprises that targeted at strategic goals, and combined with the business goals and personal goals to fully tap the potentials of various employees and really mobilize their work enthusiasm.In this situation, this thesis describes the concept study and practice process of establishing three-dimensional comprehensive performance management system, which is oriented at strategic performance, relied on operational performance, and supported by full performance. Based on the study of performance management's key concepts and methods, this thesis firstly conducts theoretical analysis on the fundamental mode of comprehensive performance management, and proposes that enterprises should clear the strategic objective and build comprehensive performance management system according to their own characteristics. Meanwhile, this paper carries out practical application of comprehensive performance management model with C Company as an example. Combined with the business operation status quo in C Company, it explores application design of comprehensive performance management concepts and methods in C Company. Through setting up the comprehensive performance management platform in C Company and supporting the implementation of performance management by information tools, C Company should realize the strategy landing and the full convergence of strategic objectives, operational management and performance to form an effective comprehensive performance management system.
