With the development of modern enterprise system and the deepening of market competition, performance management has been more critical to improve employee productivity and enhance the competitiveness of enterprises. However, there are still a variety of problems regarding to inaccuracy of performance indicators, lose of reflection on the strategic goals, lack of effective communication and feedback mechanisms. The problem that most enterprises focused is how to effectively promote the performance management and accelerate the improvement on organizational performance and employee performance together, with the purpose on reinforcing the implementation of business strategic objectives.The paper adapts the Balanced Score Card to optimize performance management system of BE company. Firstly, the paper obtains two conclusions based on the summary of the performance management and Balanced Score Card theories:On one hand, the strategic performance management can effectively integrate performance management and strategy management to enhance business performance; on the other hand, the Balanced Score Card plays as a strategic performance management tools which can be able to coordinate long-term strategy and short-term business performance, so as to promote the development of both enterprises and individuals. Secondly, the author analyses the problems and reasons on the company's performance indicator system, organization and implementation process, and performance evaluation methods of BE company by describing the company's strategic objectives, organizational structure and performance management status. Thirdly, the author sets up performance management indicator system in four dimensions corresponding to the financial, customer, internal operations, learning and development from three levels of company, department, and employee. Finally, the paper proposes relevant policy and suggestion on the implementation of performance management system from four aspects including management processes, internal systems, organizational personnel and information system.The paper uses the Balanced Score Card to optimize the performance management system for BE, and rebuild the indicator system of performance management to closely integrate the corporate strategic objectives and performance indicators. This study can be useful to solve the problems existing in many enterprise performance systems, especially for the utilization of the Balanced Score Card and effective implementation of performance management system.
