Biotechnology, also known as biological engineering, in the beginning of 1970s the rise of a new integrated application of discipline, is now being widely used in medicine, energy, environmental protection and agriculture and other fields, including biotechnological achievements 60% and above the main concentration used in the pharmaceutical industry. In the past 40 years, the biotechnology industry with an average annual increase of 30% of rapid growth, biotechnology has become a new economic growth and national-level strategic and emerging industries.Biotechnology is belonging to high-tech and needs nurturing of venture capital. Owing to the nature of fame and high returns, venture capital is willing to chase biotechnology. Given the unique attributes of biotechnology, the traditional evaluation methods are difficult to adapt to investment assessment of biotechnology, with poor forecast performance. How to quantitatively assess the investment value of biotechnology is hereby become a research topic to be addressed. This full reference in risk assessment of investment projects, based on the specific features of biological technology, first of all, using the qualitative analysis to design the technology venture capital project evaluation system. The index system around the project characteristics, core strength and the external environment, the evaluation index selection and design of product characteristics, market characteristics, project development stage, economic benefits of 13 indicators, divided into 30 categories of sub-factors. Then by virtue of the design of bio-technology venture capital evaluation system, build clustering-RBF neural network model for integrated assessment. The integrated assessment model first using cluster analysis to calculate the index weight, removing non-target factors, and getting the simple investment in biotechnology risk assessment index system as a neural network input layer, then designing comprehensive expertise and the actual situation of biotechnology as neural network output layer, and in the end applying for MatLab2008 statistical software RBF neural network simulation. The biotechnology project assessment value is used to help select the most investment value of bio-technology projects. Finally the actual sample survey data for empirical analysis verify the structure of biotechnology venture capital project evaluation system and cluster analysis-RBF neural network model for integrated assessment of the accuracy and practicality.
