The Thinking On The Building Of Chinese Tax Service System Under The Informatization Environment

With the acceleration of information technology and the development of the building of service-oriented government,For the tax department,the construction of informatization and tax services are the two keys of their works. In the new century,information technology has driven the development of civic consciousness,the taxpayers also higher their tax service demand. In-depth tax informatization construction is an opportunity for tax services get larger room for development,building information systems under the Tax Service has become a pressing demand for the tax department.This article draws on the latest research results of domestic and international tax services and tax informatization ,this article analyses the development and current situation of China's tax information and tax services based on the related theory of tax service and tax information,and made a specific introduction of GuangDong tax service, by combining the construction of tax informatization with tax service system, this article discusses the status of our tax services and analyses the demand of the taxpayer,the necessity of tax department's requirement,the costs and benefits,constraints of tax system,then,summarizes the problems of Tax Service System in the informatization environment,including:the deficiencies of ideological understanding of tax service,the incomplete of legal system,the inadequate of information technology platform,the structure of tax department is unreasonable,the valuation mechanism is not perfect,the authorities of tax Construction is lack of management,and so on. According this,this paper presents initial framework of Tax Service system in China under the informatization environment,including:establishing a rich theoretical system,improve the legal system of tax service and tax informatization,constructing the tax service information platform based on Real-time interactive mode,optimize the Tax business process restructuring and establish an appropriate organization,the evaluation system of tax departments and tax informatization project management,Improve construction of human resources system of the tax department.
