Since the new century, natural disasters, public health, food security,social security and other fields emergencies have happened frequently in our country, especially "SARS" in 2003, the South snow and ice storms and Wenchuan earthquake in 2008, and other natural disasters led to serious damages of life and property and brought a serious threat to social and economic development. Facing the sudden and uncertainty crisis, how to effectively respond to and control of natural or man-made disasters, to minimize the loss is an important issue currently. Almost all the major emergency disposal, are accompanied by a large number of emergency materials supply. Emergency materials management has become an important area of research of emergency logistics management. However, a wide variety of emergency materials, prices vary, and inventory status to the uneven number has brought new challenges of inventory management. Inventory of all species are given the same level of attention and management is not possible. Emergency materials must be reserve classify to achieve maximum effectiveness of limited resources. This paper researches reserve classification management of emergency materials. This paper endeavors to provide the necessary support for government in order to timely and effective response to emergencies and improve the level of emergency logistics, and from the corporation point of view, this paper efforts to provide the necessary information in order to achieve maximize economic benefits and maximize limited resources.First, this paper described the theoretical background related, reviewed the correlation research of emergency materials home and abroad, summarized current situation and inadequate of predecessor in management of emergency materials, then presented objective and significance of this paper, described the contents of this paper and the paper's structure.Second, systematically expounded the based theory of emergency materials reserve, including the concept of emergency logistics and emergency materials, an overview of emergency materials management current situation in our country, an overview of emergency materials classification, and put forward of improving lines on reserve classification of emergency materials aimed at storage characteristics of emergency materials, a reserve system construction of emergency materials should be strengthened, and analyzed it from demand forecasting, procurement, storage, distribution and so on.Third, this paper put emphasis on discussing the process of model building of emergency materials reserve classification. The method of fuzzy evaluation was summarized, which was used in this paper, including advantages and steps of the method. The method of hierarchical cluster analysis was also summarized.According to the reserve characteristics of emergency materials, as well as the characteristics in demand, an evaluation index system of reserve classification was established. Emergency materials reserve classification mathematical model was constructed by using fuzzy evaluation method, and the hierarchical clustering was applied to classify the materials. This method avoided relying solely on human experience, which was subjectivity and arbitrariness on emergency materials reserve classification management, when making the reserve of emergency materials is more scientific and reasonable.Finally, several commonly used emergency materials were selected on the application of the model as a real example, and hierarchical cluster analysis was used to process the final date. The classification results were obtained about several emergency materials which were selected. It was illustrated again that this study was effectiveness and feasibility, so as to provide theoretical support and data reference to relevant government departments and corporation in process of emergency materials reserve.At the end of this thesis, summarized this study and promoted the future researches.
