Along with the ever accelerating process of globalization in the economy and the rapid development of China's market economy. Technical innovation, knowledge creation and knowledge transfer have become the driving force and the source to raise the raise the competitiveness for enterprises and even countries. Universities as a hub for new knowledge and technologies together with the shortness of intelligent resources in enterprises , make them take part in cooperative innovation. The alliance among enterprises, universities and research institutes, which is called IURA(Industry-University-Research institute Alliance), is an important part of national innovation system and has important strategic significance in national technology innovation. Therefore, the problem of IURA has become the hot topic researched and discussed in.the society.Nevertheless, IURA development in our country lags behind, when compared with the developed countries currently. Recent years, IURA has made remarkable achievements .However,there are also many problems in the practice.For example,the level of the cooperation is low;the benefits of the cooperation are not good enough;the concepts of university and enterprises in the cooperation are different;the relevant laws and regulations are imperfect.These problems constrain the further development of the cooperation between university and enterprises. So this paper was researched based on the efficiency analysis of IURA.In this paper, we firstly describe relevant theory of IURA and DEA method systematically, which serve as the theoretical background of this paper; secondly, the paper reviews some relevant articles in this area. Based on these, it is found that many researches are mainly focused on qualitative analyses which are quite different from this paper. Because of the particularity of IURA, in addition to the application of the CCR model for calculating the efficiency of IURA,a network-based DEA model is formulated to fully exploit the internal structure of the alliance. At last, an example is presented to demonstrate the rationality and effectiveness of the network-based model.
