Evaluation Of Regional Independent Innovation Capability About China

Independent intellectual property rights innovation capability is an important way to improve the core competitiveness of enterprises,and also a core driving force for a country's long-term development. With rapid technological development in the process of economic globalization, the subject of competing shows by soft power of competition which mainly stands for independent intellectual property rights innovation capability.In the process of formulating our country long-term scientific and technological development strategic planning in 2003, this is the first time formally proposed the "independent innovation" concept. At present, China's economic achievements are largely based on consumption of resources, the cost of the overdraft. Over-reliance on consumption of natural resources caused by "resource bottleneck", the lack of independent property rights. Dependent on foreign technology heavily is creating an "independent intellectual property rights bottleneck". The loss of modern management paradigm and concepts caused by "management upgrade bottleneck". It has become an obstacle to upgrading the industrial structure and enhancing overall national strength. Which are only driven by at all levels such as innovation at the national, regional, industry and enterprises, leading to form the continuous development of our continued motivation.In the tide of history of accelerating process of globalization, as well as our increasingly demand urgent for innovation. In this context, the research of subject has great theoretical and practical significance.This paper is organized as follows. Part one is summarized the research of existing home and abroad. Firstly, the definition of innovation. This large number of scholars from the various definitions of innovation and extracting representative to sum up the remarks, made on this basis the author's own definition of innovation. Then describe concepts and research situation of the independent innovation capacity and regional innovation capacity, made on this basis the author's own definition.On the empirical research part of China's independent innovation capability, this article uses the Grey fuzzy comprehensive evaluation model. Selection from the principles of evaluation and assessment of the weights assigned to the membership based on gray correlation degree of the solution, and determining the optimal index set index set of non-quantitative treatment, the gray relational coefficient calculation and so a detailed exposition. Based on the findings, analysis China's regional independent innovation capability and make relevant policies and proposals. According to our comprehensive distribution of independent innovation ability level, and in accordance with the level of independent innovation capability of independent innovation ability in our country is divided into three different levels, and analysis of the different levels. For each region its own characteristics, with specific policy recommendations put forward. Finally, on the basis above, presented succinctly the main conclusions of this paper, shortcomings and possible future areas of study.
