Study On The Coupling Degree Of Intellectual Property Protection And Technological Innovation Ability In Gansu Province

In era of economic globalization and knowledge economy,Innovation as a source of sustainable economic development and a source of power to enhance regional competitiveness,Technological innovation has become a booster for new economic growth.High-tech industry is an innovative industry that gathers knowledge and technology,These two elements are irreplaceable to the development of the province,The protection of intellectual property rights is an irreplaceable position in technological innovation.The starting point of the intellectual property system is to encourage and protect innovation,but excessive intellectual property protection will limit technological innovation.Therefore,Domestic and foreign scholars are committed to research the relationship between intellectual property and technological innovation,Gansu as the less developed provinces in the northwest,this year in the development of high-tech industries and intellectual property protection continues to break,for the relationship between the two has become a government decision-making part of the urgent need to understand the problem.Therefore,the study on the relationship between the two is not only a certain theoretical value,But also for Gansu in the intellectual property policy and innovation and coordinated development also has a strong practical significance.This paper is based on the development mechanism of high-tech industry,Based on the theory of Industry,economics,law and other disciplines,this paper uses the theory of literature combing,AHP and Entropy weight method to carry out theoretical and empirical analysis.Through the dynamic study of the interaction mechanism between intellectual property protection and technological innovation,it is concluded that there is an interactive coupling relationship between the two,and the index system of intellectual property protection and technological innovation ability evaluation in Gansu Province is established,constructs the coupling degree model and the coupled coordination degree model.Combining with the dynamic data from 2005 to 2014,the author analyzes the coupling of intellectual property protection and technological innovation of high-tech industry in Gansu province development status,Measurement and evaluation conclusion showed that:(1)the protection of intellectual property rights and technology innovation that the interactive coupling relation,and the specific indicators of the subsystems of the on the contribution degree of the two system coupling coordination degree is not the same.(2)intellectual property protection promotes the promotion of technological innovation.However,excessive intellectual property protection,which is not conducive to the transformation of innovation results,impedes thedevelopment of innovation.(3)The difference in coupling between the two systems is not obvious.The index is about 0.5,which is in the moderate coupling phase,and the H value of the coupling coordination is on the rise,but it is still in a state of near dissonance.(4)the interactive coupling between the two systems presents a trend of unordered and orderly overdirection,which is crucial for the development of high-tech industries in gansu province.According to the research process and conclusion,the problems existing in the development of high-tech industry in Gansu Province are analyzed,and the feasible suggestions are put forward to provide theoretical basis for the coordinated development of Gansu Province.Regional economic sustainable development countermeasures to provide theoretical reference.
