The Study Of Project Management Informationization Of Construction Of City Infrastructure Based On PPP

In the recent years, with rapid economic development in China, it makes a great step forward in the construction of infrastructure. Although faced a huge demand, state budgetary investment can't meet the needs. On the other side, the fast development of private economy lays the financing and technique foundation to participate in the construction of infrastructure. Besides, state policy encourages the participation of private economy. Private sector has intense desire to invest infrastructure. So the public sector and private sector can chime in easily. PPP (Public Private Partnerships) financing model which has more comprehensive application and more advantages, comparing to other financing models, becomes popular. It can make public and private sector take advantage of the potential, provide superior goods and services for commonage.Although PPP model has achieved research and success in abroad, it has received attention in our country recently. The research focus on introduction of PPP conception and risk mechanism, there are little researches about urban infrastructure information management in PPP model, and how to apply information management system software to the construction of urban infrastructure in PPP model lacks study.On the basis of body literature, the paper focuses on parts as following, firstly, makes a comparative study on urban infrastructure in PPP model, discuses the background of PPP model and its domestic and foreign application. Then analyzes the information management mode of urban infrastructure in PPP, and establishes a model using the domestic and foreign experience for reference, it consists of government department, cost management, schedule management, quality management, contract management and human resources management subsystem, also includes PPP concession module and operation management module. By conformity of these modules, it can improve the system integration level, the management efficiency and management level of government departments in PPP. The paper uses literature study to describe research status, comparative analysis to introduce successful experience and characteristics of information management at home and abroad, systematic approach to establish project management Informationization model of urban infrastructure based on PPP . By this study, the construction management of government department could turn from extensive to intensive, the private sector could also make a better communication with government departments.
