Urban infrastructure construction project is all enterprises,production and operation units and residents to work and life of common material base,is the assurance of normal operation of city main facilities,but also the important condition of material production and reproduction of labor.As the participation subject of urban infrastructure construction project in the implementation process,supervision plays an important role.Therefore,it plays an important role in the supervision and bidding work.Currently,the competition in the bidding market for urban infrastructure construction projects is fierce,and there are many shortcomings in the form of tender.In this paper,from the perspective of project owners,in view of the current urban infrastructure construction project supervision bidding research status and the actual situation,in the past many scholars on the basis of the analysis and exploration,use of combining theory and empirical,qualitative and quantitative research methods,such as,using the knowledge at the same time,to the modern project management knowledge system and zhongshan cui heng district cui hydrographic underground pipe rack and synchronous construction engineering supervision bidding process,the method combining,explore a set of suitable for urban infrastructure construction project under the condition of complex systematic project supervision bidding management method,management measures for the bidding "based on good faith under the premise of qualification after + review an average method",through example proved that the way for similar bidding project owner supervision and management of urban infrastructure to provide enlightenment and reference.
