Transfer of surplus rural labor to non-urban cities and towns, is an inexorable law of economic and social development, also is an inevitable trend of industrialization and modernization. As a populous country, China's surplus rural labor problem is serious. The employment of rural labor is not only an economic issue, but also become a prominent social problem. Enter 21st century, governments at all levels have enacted a series of policy measures to eliminate obstacles to the transfer of rural surplus labor force, to protect the legitimate rights and interests of migrant workers. But there still exist many obstacles in the process of rural labor force transfer, in which the system of household registration system is the most significant restricting factor. Protecting the legitimate rights and interests of farmers, and promoting the employment of rural labor transfer still needs to be paid enough attention and assistance by government.This paper based on the theories of Western labor mobility, institutional change and institutional innovation, use research methodology of theoretical analysis and qualitative analysis, combine with history and current features of transfer of rural surplus laboring our country, research rural labor transfer process and the promotion of Labor's system innovations in developed countries, at the end put forward innovations of promoting the transfer of rural surplus labor from the five aspects of the system.This paper is divided into six parts. The first part is introduction, introduces the significance, the purpose, the content of this study; second part is the review of relevant background theory, describes the foreign labor mobility, system innovation theory and related research in China, and latest achievements in this field of research were summarized; l; the third part, recalled the history of rural surplus labor since the founding of our country, analyzed the current status and characteristics of the transfer of rural surplus labor force, and focused on the labor force transfer "bottleneck" - institutional barriers; fourth part, analysis the history of the transfer of labor in United Kingdom, the United States and Japan, and their respective break institutional barriers and innovation measures of promoting the transfer of labor employment system in the process of reform. The fifth part, combined with national conditions, put forward measures to promote the transfer of rural surplus labor force in the system of innovations, put forward policy recommendations about breaking the system barriers, and promoting the rural surplus labor transfer to non-agriculture industries from five aspects in the household registration system, agricultural system, social security system, employment system and education system. The last part give a conclusion.
