An Obstacle Analysis And Policy Choice About Rural Surplus Labor Force Transfer In Shaanxi Province

Establishing and improving the rural marketing economy is the important work for developing the socialist marketing economy, it is the key point to solve the problem of "Farmers, Rural, Agriculture" in the new time. During the developing of the rural marketing economy how to eliminate the quantity of the farmers related to land and finds more works for surplus labor forces to increase farmers' income is a very impotent problem. It's also the main content of carrying out" the development of western regions "and "two overall situations" strategic idea. Meanwhile, the transfer of rural surplus labor forces is just the breakthrough of Shaanxi province's rural economic development. Only through this transfer we can alleviate the pressure of economic development from a large amount of quantity of humans and push the development of rural economy.By employing comprehensively a combination of the quantitative and qualitative analyses, together with the authentic and theoretical evidences, this paper, by doing deep research on the rural surplus labor force transference in Shaanxi. This paper is firstly to analyze the employment possibilities of the rural labors, the major causes which slowed down the rural surplus labor flow in Shaanxi Province now and in the near future, and in last put out governmental measures taken to stimulate the rural surplus labor force transference in Shaanxi province.
