Research On The Relationship Between Regional Science And Technology Innovation And Coordinated Urban-rural Economic Development

State Council promulgated"some proposals of promoting reform and development in urban and rural in Chongqing municipality"(State Council [2009] NO.3) in January 2009. It made clear of taking construction of Chongqing as comprehensive pilot area on overall planning of urban and rural technology reform and innovation, and building up"technological innovation center and industrialization of scientific research base in the upper Yangtze River". It is the new orientation and requirement made by central for technological innovation to implement"314"strategic deployment in Chongqing. How to reform and innovate in"antecedence and foretaste"way through technology, serving and promoting overall planning of urban and rural in better way, which are theoretical and practical problems needed to be solved by current technology management department.Through requirement analysis and comparative study about technological innovation in Chongqing, we find that there are several problems in Chongqing's technological innovation system in overall urban and rural as follows: the technological investment and financing system of overall urban and rural have not been established, the technological investment in rural is insufficient; the model of technological management system is very stale, "big technology"management system is inadequate; the flowing mechanism of technological resources is absent, the ordonnance of technological elements are irrational; technological pilot parts are lack and the level of industrialization is low; It's very urgent to innovate the model of CEEUSRO combination and cooperative motivation mechanisms of CEEUSRO is absent; the technological innovation evaluation system is unsuitability and lack of effective incentive mechanism in technological innovation.Through comprehensive assessment of technological innovation level on the perspective of overall urban and rural ,and empirical research on technological innovation and regional economic balanced growth, we think that Chongqing's technological innovation level in overall urban and rural has increased annually, but attribute value of some indicators has not increased year by year. We also think that technological innovation played a major role in Chongqing's economic growth between 1999-2008, next to investment; Chongqing need to increase technological work force on the aspect of technology promoting overall economic development in urban and rural. On the basis of problems perspicuity and empirical tests, we make mechanism design and safeguard research on policy and measures about technological reform and innovation of overall urban and rural in Chongqing. It mainly consists of many aspects as follows: overall technology resource, building up technological innovation center and industrialization base of scientific research in the upper Yangtze River, advancing technology diffuse ability of main city zone; Bringing along industry development with the help of technology, endorsing technology innovation of key industry and the development of modern service industry, promoting industry structure adjustment and change of development mode; Improving livelihood technology, building technological service system in overall urban and rural, making technological resources transfer to countryside; innovating system and mechanism and promoting the combination of technology and finance, providing system safeguard to technology reform and innovation.
