| Scientific and technological innovation is an important condition for achieving quality change in the economy.The report of the 20 th National Congress of the Communist Party of China once again emphasizes the importance of innovation,indicating that it is necessary to "adhere to the core position of innovation in the overall modernization construction of our country",and to achieve high-level scientific and technological self-reliance and win the key core technology battle by "accelerating the implementation of the innovation driven development strategy." As an important component of the national innovation system,building and improving regional innovation systems and improving regional innovation capabilities is an important link in implementing the innovation driven development strategy.In order to achieve the goal of improving regional innovation capacity and meet the needs of scientific and technological innovation,the state and local governments have issued a large number of scientific and technological policies,with a view to optimizing the integration and distribution of innovation resources through scientific and technological policy guidance,ensuring the smooth flow of the innovation chain,and thereby improving regional innovation capacity.As two important subsystems of regional innovation development,science and technology policy and regional innovation efficiency interact,rely on,and restrict each other to achieve dynamic coupling and coordinated development.Therefore,evaluating the current situation of science and technology policy and regional innovation efficiency,as well as their coupling and coordination,can analyze the construction of regional science and technology policy systems and the current situation of regional innovation development,explore the relationship and interaction mechanism between the two,and provide theoretical guidance and application reference for effectively exerting the role of science and technology policy and improving regional innovation capacity.To achieve this goal,the main contents of this article are as follows:(1)Based on the theory of policy tools and policy analysis methodology,establish a threedimensional scientific and technological policy analysis framework and quantitative scoring standards of "policy tools policy objectives policy strength".Using the science and technology policy texts of 16 prefecture-level cities in Shandong Province from 2011 to 2020 as research samples,this thesis analyzes the current situation,characteristics,and shortcomings of the science and technology policy system in various cities in Shandong Province.(2)Based on the theory of knowledge genes and analogizing the inheritance and expression process of knowledge genes,the article divides the process of regional innovation into three stages: generation of scientific and technological DNA,expression of scientific and technological DNA,and diffusion of scientific and technological traits.Using panel data from 16 prefecture-level cities in Shandong Province from 2012 to 2021 as research samples,the thesis calculates the efficiency of regional innovation in various cities by stages.(3)Based on the evaluation of science and technology policies and the measurement of regional innovation efficiency,the coupling coordination model was used to calculate the coupling coordination between science and technology policy systems and regional innovation efficiency systems in various cities in Shandong Province from 2012 to 2021,and analyzed the change trend and reasons for the coordination relationship.(4)Based on the relevant knowledge of public policy analysis and knowledge gene theory,this thesis theoretically analyzes the potential factors that affect the coupling and coordination between the science and technology policy system and the regional innovation efficiency system,and explores the implementation path to improve the coupling and coordination between the two systems.(5)The article puts forward countermeasures and suggestions that give full play to the effectiveness of policies and improve the role of science and technology policies in promoting regional innovation.Based on the above research content,this article draws three main conclusions.Firstly,there are differences in the number and focus of science and technology policies among various cities in Shandong Province,with Jinan and Qingdao having the largest number,and Rizhao and Weifang having a smaller number.Among them,environmental policy tools have the largest number and the strongest overall policy strength.Secondly,research on the innovation efficiency of various cities shows that the overall innovation efficiency of various cities in Shandong Province is at a medium level,with the highest innovation efficiency at the stage of diffusion of technological traits;There are significant differences in innovation efficiency among cities,and there are significant changes in the ranking of innovation efficiency in different stages of regional innovation in the same city.No city has high innovation efficiency in the three stages of regional innovation at the same time.Thirdly,the research on the coupling and coordination between science and technology policies and regional innovation efficiency found that there is a correlation between science and technology policies and regional innovation efficiency in various cities in Shandong Province,but only at a barely coordinated level.Moreover,the overall increase in coupled co dispatch from 2012 to 2021 was not significant.Based on the above research conclusions and the current situation of innovation efficiency and policies in various cities in Shandong Province,the article proposes countermeasures and suggestions from such aspects as clarifying policy objectives,improving the coordination of science and technology policy systems,reducing
