Research On The Influence Of Science And Technology Talent Policy On Regional Innovation

Xi Jinping has repeatedly emphasized that development is a top priority,that innovation is the first driving force behind it,and that talent is the first resource to support it.Technology talent has become the focus of competition in various states,and science and technology talent policy is an important means for states to compete for talent.So,what kind of policy is more attractive to talents,whether the provincial science and technology talent policies are heterogeneous in the talent competition,and whether the promulgated science and technology talent policies can help provinces improve the level of scientific and technological innovation have become the concern of governments at all levels question.Therefore,it is necessary to study the science and technology talent policy from the perspectives of provincial competitive advantage and improving the level of innovation.Based on the above research objectives,this thesis studies the relationship between science and technology talent policies,the introduction of scientific and technological talent,and the level of scientific and technological talent innovation.Firstly,the bibliometric analysis of the text content of the science and technology talent policy is carried out,and the quantitative statistical analysis of the 31 provincial and municipal science and technology talent policies in the country from 2000 to 2021 is carried out;Network analysis;finally,the 30 high-frequency subject words are divided into four categories by cluster analysis method.Through summarizing and sorting out,it is found that these four categories are related to the policies of scientific and technological personnel training and the introduction of scientific and technological personnel.Secondly,this thesis compares and analyzes the policy texts of science and technology talents in 31 provinces and cities across the country,and finds that "the policy for science and technology talent teams is the characteristic science and technology talent policy of Anhui Province.In addition,it also finds that the policy on big data talents is also a characteristic of Guizhou Province.Technology talent policy.Thirdly,through panel regression,this thesis finds that the policies for scientific and technological talents with regional characteristics implemented by Anhui Province and Guizhou Province respectively can promote the agglomeration of regional scientific and technological talents and improve the level of regional innovation.The special science and technology talent policies implemented by the two provinces have regional advantages in the competition for regional talents.Finally,from the perspective of scientific and technological talents,this thesis studies the impact of scientific and technological talent policy on the selection of scientific and technological talents.Based on the above research content,the policy recommendations put forward in this thesis are as follows: formulate policies for scientific and technological talents in combination with industrial development,focus on building a talent training mechanism,tap the needs of scientific and technological talents in combination with regional advantages,and increase policies and regional publicity for scientific and technological talents.
