What's the core competitiveness of an enterprise? How do the enterprise gain and improve their competitiveness? Those issues have been concerned by the business and academic for a long time. From the resource-based theory point of view, the competitiveness of one enterprise differs from another because of the difference of the inside resource. Eteraf argued that the competitive advantage of an enterprise came from its heterogeneous resources. The heterogeneous resources would produce a sustainable competitive advantage that would bring success and long-term development to an enterprise in the competitive environment. Because it has a unique, non-tradable and inimitable quality, culture has become the core source of expertise and skills of the enterprise; the basic driving force for sustainable development of the enterprise. Therefore, human resources and corporate culture can serve as the driving force of corporate competitiveness.After the coordinate and review of the competency literature and the human and organization matching theory, this research sets up a culture - Competency Model - performance framework of enterprises, and defines the competency index by using questionnaires, interviews and other methods. On this basis, I draws up questionnaires of corporate culture,Competency Model,Performance. Then, I explore and test the marketing manager competency model of manufacturing industry by twice sampling. And I also test the marketing manager competence impact to the performance in different kinds of corporate culture by regression analysis.The results show that the combination with corporate culture and competence has a positive impact on firm performance. It also indicated that a high degree of interpersonal competence-oriented has a positive impact to the profitability and growth performance in the case of flexibility and control corporate culture.Finally, this paper makes the conclusion, analyzes the shortcoming, and prospects the unfolding picture of the future. This paper provides a direction and thinking for the following researches and also proposes a set of practices for the culture,Competency Mode,performance framework of enterprises which has pioneering value for the future study.
