With more fierce competition on the market, the human resource has not only been becoming one of the most important resources of the company but also the key of the success. However, the human resource has also become the bottleneck of the company. Finding, developing and keeping talent was the biggest challenge facing businesses today, which influent a lot of the company's development.The competency theory provides a new way to lead the company out of the corner. By the construction and application of the competency model, the employees who can meet the need of the company's development could be found and these employees could also be encouraged to be better desirable and make better performance, by the training, performance management and compensation management based on the competence.Three parts are mainly studied in this paper. The first is the research on the construction of the competency model based on the corporate culture. In this part, by disintegrating the competency model into elements and adding the culture elements, the corporate culture and competency model are combined together and thus the corporate culture plays a basic part during the construction of the competency model. The second is the analysis of the application of the competency model based on the corporate culture, which is mainly applied in the recruiting, training, performance management and compensation management field. And clarify its strength. The third is the analysis of the problems during the construction and application period and also provided related suggestions.
