Research On Costing Control Of Engineering Project In The Bidding Period

With the continuous promotion of industrialization and urbanization process, massive, large-scale engineering projects have been accelerated into the building. With the continuous improvement of the theory for costing control in entire process, costing control of the engineering project has received extensive attention during the phase of preliminary orientation planning. Costing control of the bidding period tends to be overlooked. Since the adoption of Bill of Quantities is a short time, there are several problems in the bidding period .Such as the imprecise bidding documents, the incomplete Bill of Quantities and unmatched technical regulation. Except that, it has not established the contracts system which can match Bill of Quantities. As a result, the phenomenon that the cost is over the budget is widespread. So how to control the cost of engineering project in the bidding period becomes urgent to resolve theoretical and practical issues at this stage.Project bidding, Bill of Quantities , contract management and other related theory are applied to study on costing control of engineering project in the bidding period. Firstly, through normative analysis on bidding by Bills of Quantities, the significance of costing control of engineering project in the bidding period is demonstrated. Moreover,costing control measures are taken to the problems in the bidding period. Completing Bill of Quantities, technical specifications and contract terms in the bidding documents is the main measure. Secondly, by studying project changes and claims in depth, this paper improves the bidding documents. On the basis of this, this paper discusses the application of the lowest price method and composite scoring method. And then it analyzes existing problems and puts forward measures that should be taken.Finally, by taking a construction contract bidding in Chongqing for instance , this paper applies the theory to practical. It is important for costing control of engineering project in the bidding period to make a perfect Bill of Quantities and. complete the contract terms of bidding documents. And through the development of the bidding documents, it can complete contract documents from the source and provide the basis to contract management in the construction period.
