Analyzing On The Investment Income And Risk Of The Information Pipeline Unified Construction In Beijing

For promoting the informatization development and the effective competition of telecommunication industry, reducing the breakage rate of city road, effectively make use of an underground pipeline resources, some cities(such as shanghai city,shenyang city) have already established the corporation of professional information pipeline in 2000.In January 2004, Beijing Information Piping Building Ltd.Co.is set up advocated by Beijing government. It is a professional corporation to carry out the unified plan, the unified construction and the unified management for the new pipelines. The Information pipeline is an important part of urban infrastructure and have some public welfare nature. But because of the characteristics of pipeline investment,the construction of information pipeline faces the huge challenge and risk. The paper analyzes the income and risk of information pipeline unified construction in order to reduce its risk and promote the development.This paper studies on the income and risk of information pipeline unified construction from the theoretical and empirical analysis views on the basis of the existing research results.The first is to analyze the feasibility of the information pipeline unified construction. The result shows that it is nessary for demand of economic and social development, the realistic situation of pipeline's construction and management.The second is to analyze the investment income of the information pipeline unified construction. On the basis of analyzing the characteristics of the information pipeline,the paper studies on financing methods and channals, analyzing the profit model and the income from the empirical analysis views, and thinking that the regulation of government and industry affects the income of corporation.At last, the paper analyzs the investment risk of the information pipeline unified construction. At the basis of current risk management theory, the paper analyzs the risk type of the information pipeline unified construction and builds up risk evaluation index, analyzing the project risk with the model for the break-even point,and puting forward countermeasures of risk prevention.
