With the rapid development of Chinese economy, express delivery enterprises spring up like mushrooms all over the country. In the past three decades, diversified competition among state-owned enterprises, private enterprises and foreign-funded enterprises has already been formed in express delivery market. However, in the process of rapid development, the shortage of human resource, especially the shortage of talent resource has become the bottleneck which restricts the enterprises' progress. Large numbers of high quality talents are badly needed for all positions of all enterprises to promote the development. Moreover, Administration of Express Delivery Market and revised Postal Law have just been introduced. It should be said that the express delivery enterprises are faced with unprecedented opportunities and challenges.However, as Chinese express delivery industry is still in its early stage, the talents cultivation is far from adequate to meet the rapid development of the companies. There are various problems existed both in the formal school education and on-the-job training, such as cannot fit the reality of the companies, do not match the user requirement and so on. Therefore, in order to promote the comprehensive, coordinated and sustainable development of the express delivery enterprises, it is great significant to understand the staff competence status and establish the targeted talents cultivation system for the express delivery enterprise.Competency model and talents cultivation system are just the theories which built on such a demand in order to position the need of the company for the staff competence accurately. This paper introduces the Competency Model for express delivery enterprise based on the discussion of the theory of competency model combined with the characteristics of express delivery enterprises at first. And then, the requirement and evaluation analysis for the staff competence are performed through questionnaire survey and depth interview of the management personnel. Finally, by using this Model, the paper attempts to put forward a series of targeted talents cultivation measures established on the base of scientific investigation. It is expected to give reference to the talents cultivation of the express delivery enterprises in practice and also to give reference value for the future research in the theoretical side.
