With China's economy entering the “new normal” and the country deepening the reform of state-owned assets management system,the development of state-owned enterprises are facing increasingly sever challenges.It is known that talents are the source of life of enterprises whose development is more and more inseparable from high level managerial talent teams.Meanwhile,we must keep the middle level management reserve forces who are playing a strong support role in sustainable long term development of enterprises as they are source of key talents.This paper takes state-owned enterprise D where the author works as research object.Through literature review,behavioral event interview,questionnaire survey and other methods,the author analyzed and elaborated the middle level reserve talents training status and existing problems on the basis of full investigation.A competency model of state-owned enterprise D was constructed by field research and statistical analysis to form talent standard which can be the basis of talent selecting,the goal of talent training and the guide of effort and behavior.Furthermore,the model is applied to selecting,training,assessment as well as appointment of middle level management reserve forces combining with talent evaluation.At the same time,the cultivation of talent goes deep into organizational culture to build environment and ability of managers to foster talents assisting assessment,incentive and training.In this way,a reasonable,scientific and more humanized training system was established and improved in line with state-owned enterprise D.As a result,middle level management talent storage with excellent quality,reasonable structure and potential development was cultivated so as to support the talent development strategy and promote the sustainable and healthy development of enterprises.Moreover,we can provide talent training reference for other state-owned enterprises.
