It is one complex engineering project of the hydropower construction project, which has been involved in the people's livelihood for ages, and has processed a great economic benefits and social benefits.Therefore, whether the quality of hydropower construction project or the successful completion, it has the vital significance. In order to complete the hydropower construction project in stipulation time, save the project cost and guarantee the quality, which it must carry on the project management. It mainly includes management on the human, financial and material during the project process,but these three are with the human relation in together,therefore carries on human resources management to underline the importance.Although in recent years our country has increased the investment of hydropower construction project but it has affected by low cost and particularity itself throughout, which has led such as funds, machines and human resources into the relative lack of situation, and it also has been the important problem for restricting the development of hydropower construction enterprises.The contradiction that is the lack of personnel supply and the high growth of human resource demands has been prominent more and more.That human resource management and the use of human resource is a key matter affecting the hydropower construction enterprise in speed development.For hydropower construction project, engineering technical personnel play an important role. They are the core of the project members. Their mastery of core technology for the project is the key factor to the project being completed successfully and with high quality. Scientifical and effective motivation is the premise for the project progress, quality and cost management. It is also the key factor to the project being smoothly executed and achievement of expected project goals.Therefore mobilizing their enthusiasm and creativity in order to improve the work performance and achieve the project goal is worthy subject for a thorough study.Enterprise's development needs the talented person; talented person's development needs to drive. And in the market economy competition intense situation day by day,each enterprise in varying degrees unifies own characteristic to innovate and to consummate the incentive mechanism now. Taking Sinohydro Foundation Engineering Co.,Ltd as an example enterprise and based on the investigation, applying project management theory and employee motivation theory, the author summarized the characteristic of human capital of hydropower construction project engineering and technical personnel currently, and meanwhile researched and analyzed the motivation situation of them.In this article, taking Many of motivation modes widely applied and optimization plan have been raised for current system:various and targeted motivations for engineering technical personnel when it is on the pre-construction phase, construction phase and finish phase of the hydropower construction projects, follow the principle of design of motivation, with 360-degree feedback, on the basis of the project life phases.And finally put forward the corresponding proposal for this case enterprise.Hydropower construction project engineering and technical personnel of motivation mechanism are complex system and meanwhile being a dynamic process.During the process of workers' motivation, project manager always encounters various problems which require combination of actual situation and analysis and then raise of feasible plan for solving. This is for the purpose of working out a set of suitable motivation scheme for hydropower construction project engineering and technical personnel, which mobilizing their enthusiasm and creativity. And these suggestions are in order to attract the talented person, detain the talented person and use the talented person reasonably for the development of enterprise.
