With the advent of knowledge economy and global economic integration,market competition, talent has become the guarantee of enterprise sustainable development, promote economic and social resources and an important capital to accelerate transformation of the mode of economic development. Human resources management level and management ability to compete, has become one of the important factors which influence the success of the enterprise core competitive advantage. The salary incentive mechanism is the core of human resource management and an important part of the implementation of the scientific, reasonable, the compensation scheme to attract, motivate and retain talents of enterprise plays a very important role, is to achieve an important support to improve business efficiency essential target. But at present, in our country has not formed the perfect manager market, so the competition for talent among enterprises is very fierce. Therefore, how to attract and keep talents turns to be a difficult problem.Firstly, the dissertation describes the RUC company technical staff incentive situation, analyzes its long-term salary incentive mechanism, the incentive and welfare problems.Secondly, through the investigation of current technical staff salary incentive system, pay attention to the combination of theory and practice, the combination of qualitative and quantitative analysis method, literature research method and system analysis method research.Thirdly, based on the results of the survey, in clear the basic principles of salary incentive mechanism building, on the basis of the mechanism from salary,bonus and welfare mechanism three aspects for the construction of the RUC company salary incentive mechanism.Finally, the implementation of the compensation incentive mechanism forthe company to provide the safeguard measures, in order to improve the level of human resources management in RUC and the competitiveness of the company.
