IT industry is the foundation of the national economy informatization, and decides a country's international competitive position in the new century, so it is a strategic sector, as well as one of the fastest-growing new industries, and will be an important driving force of promoting world economic development and social progress. IT company, as a kind of high-tech enterprise, is to produce, process, and transmit information products and services, provide infrastructure businesses, and complete the activities of e-commerce, whose business scope covers hardware, software and information services. In China, most IT companies belongs to small and medium enterprises. With the development of informatization construction, there have been drastic changes in IT industry, now it is toward large-scale, group-oriented direction; customers pay more attention to the follow-up service capabilities. In recent years, IT industry, for the up-grade of the competitive pattern, it is more obvious for the plight of small and medium IT enterprises. And they are running into many problems, such as development strategy, human resources, and services etc... Most small and medium IT entrepreneurs are aware that the strategic transformation is a have-to-do, comprehensive, in-depth changes, and a system engineering relating to the survival of an enterprise.This article describes the reasons and types for the transformation of business strategy, and analyses the growth models and operating elements of small and medium IT enterprises, furthermore, and conducts a comprehensive analysis of strategy transformation and scheme of small and IT medium enterprises based on a company as a case. A company is a typical small and medium IT enterprises in China's management software industry, first, through analyzing the macro environment (including political, economic, social and technological factors) and industry environment using PEST method; second, the company's ownership structure, financial condition, operational status, and development of the plight are also analyzed, the final adoption of SWOT analysis is conducted to describe the strengths and weaknesses, potential opportunities, and threats. According to the above comprehensive analysis, a strategic transformation tactic and implementation scheme is put forward.
