| In recent years, rapid development of telecommunications services, new business endless; and with the recent restructuring of the telecommunications industry, on many occasions, including:CMCC spin-off from CT, North-South split, the merger of Unicom and Netcom, the domestic telecom operators have embarked on the direction of the full service operations, Intensified competition makes operators inevitably to change the operation mode from the past "the enterprise internal management" to "face the needs of the customer" now, and part of the employee would change their work from network operation maintenance to customer service, so improving telecommunication network maintenance efficiency and adopting "centralized monitoring, centralized maintenance, centralize management" becomes the common way of operators.The thesis introduced the pressure and challenge of network operation maintenance in currently environment, studied the practice of network operation maintenance management inland and oversea, studied the related theory from organization frame, operation support system and management of quality, use their experience and good idea, putting forward the way that using the PM theory developed rapidly in the mobile telecommunication network maintenance, using the related method and tools in the nine fields of PM to make decision models, discuss the range, and steps to optimize the discussions; discuss the building of the network management system, quality management, risk management in the centralized network operation. Then give a successful example in real projects of a certain telecom operator in China. Given that centralize maintenance is still a new thing in China with limited experience for reference within this narrowly specialized area, the related experience of PMP in this area is limited to some extent too.
