| Research Objective:Both the progress and quailty of the construction of mobile communication networks is closely related to their future operation performance. From starting of the initial stage for the construction projects,therefore,it is necessary to avoid to the largest extent a series of questions which appears possibily in future network operation. This paper aims to time management, quality management, risk management of telecommunications network construction projects by a case study of PTN constuction project in Shanxi Mobile.Research Methods:A successful engineering project should consider to involve the project cost, schedule, quality, range, risk a lot of elements, the implementation stage must try to all aspects of pipe control on these elements, was able to truly achieve the expectations of the project the interests of those of and the requirements and objectives of the project. This study used field observation, interviewing and literature analysis to collect information in the course of the study, a detailed record of each step of the project management to ensure that the case studies traceability, and through the use of The draft case studies, the establishment of the case study database to improve the reliability of this study.Research findings:(1) The paper gives the methods of the PTN network construction project scope management. PTN network construction projects on the scope of management analysis, including the integrated cable laying, cable/cable construction, transport equipment installation/transfer test/launch the construction process, including such top-down task decomposition, the characteristics of different tasks and carry out effective link between the tasks.(2) The paper gives the methods of the PTN network construction project quality assurance methods. Through the application of well-known U.S. JM Juran’s quality management trilogy of new transmission network construction project quality management, through quality planning, control, improvement and other steps to enhance the operation of the network stability.(3) The paper gives the methods of the PTN network construction project risk management. Based on the transmission network construction and maintenance of risk identification, analysis of a new type of transmission equipment, network risk, and for the risk of having the corresponding measures to avoid risks and contingency plans appear likely to reduce the risk and impact on the project.Practical significance:The PTN project, a large amount of systems engineering, is the strong backing of the era of3G high-speed bandwidth requirements. Carrying the business of the TD network PTN project to ensure the safe and efficient operation of the transmission network to meet the MAN project in the cities to the county level, high-capacity IP transmission circuits demand, has been a valuable construction and operation and maintenance experience, better to provide users with more high-quality mobile communications services.Research Restrictions:(1) This research involves the research methods are case study method, external environment, the nature of the project, and other factors inevitably be limited;(2) The part of the project management, project management of a wide range and variety of this study do not necessarily have a common representation;(3) In this study, project management, quality management and risk management conducted a detailed analysis and other aspects of research in a different direction, not in-depth study. |
