Performance evaluation of traffic informationization projects refers to a process of monitoring and assessing its entire progress with the outcome as emphasis and orientation. Employing performance evaluation systems of traffic informationization projects in developed countries for reference, this paper is intended to investigate and establish a performance evaluation index system of traffic informationization projects and select appropriate evaluation methods by analyzing the current situation and needs of traffic informationization evaluation in China, together with comprehensive analysis of performance evaluation systems of traffic informationization projects in Beijing.This paper highlights the establishment of a performance evaluation index system of traffic informationization projects and the selection of evaluation methods. The former should be able to reflect the characteristics of the entire process, as well as the common and characteristic indices of different types of informationization projects at various construction stages. On the other hand, the evaluation index system is the framework of a post-evaluation model, the establish of which should specially take into consideration the agreement of the primary goal of developing Beijing traffic informationization projects with the needs of the local development and affordability, as well as the corresponding relationship between the applicability of the objectives and the outcomes. In addition to assessment on project executing processes and effectiveness, the evaluation index system should also be able to evaluate the vertical and horizontal extensibility of the informationization development in detail. Furthermore, since different evaluation methods will have different effects on its outcomes during the evaluation, it is necessary to select different evaluation methods according to the purpose and characteristics of the evaluation. Appropriate post-evaluation methods of traffic informationization development require possessing merits such as quantifying, objective assessment and distribution, comprehensive and scientific indicators and easy to compute, as well as characteristacs including indicators of qualification and quantification, and direct indicators of economics and indirect indicators of economic benefit being fully integrated. Therefore, the evaluation should be carried out based on specific inspections using appropriate methods to determine a series of key influence factors, distinguishing between quantitative and qualitative evaluation indicators, and using scientific rational evaluation methods and criteria.
