Analysis And Evaluation On Constraint Factors Influencing The Innovation Capabilities Of Prd's Urban Agriculture

Urban agriculture is modern agriculture located in big cities and surrounding areas, full use of technological achievements and modern equipment provided by large cities to produce, and serve the city. It is a kind of agricultural phenomenon closely related to the urban economy, culture, science and technology, it's a developed modern agriculture occurred in the process of integration between rural and urban, agricultural and nonagricultural industries when urban economic development to higher levels.Pearl River Delta region has already formed a metropolitan area, agriculture development has also experienced the development process of continuous innovation from "Export Agriculture" to "three-high agriculture" to "urban agriculture". Even though the urbanization development of Pearl River Delta cities created the objective conditions for the development of modern agriculture, but the lack of related mechanisms of nurturing and guiding innovative urban agriculture, leading to the Pearl River Delta Urban agriculture lags behind the pace of development. Therefore, evaluate and improve the innovation capability of Urban Agriculture in the Pearl River Delta has become an important issue of theoretical and practical significance.This study will firstly summarized the research status about urban agriculture and innovative ability both home and abroad, Choose the main factors needed for the evaluation of urban agriculture's innovation ability based on the analysis of innovation capability of regional urban agriculture's connotation. Then described the history and the main achievement of urban agriculture in the Pearl River Delta region , analyzing the characteristics, development mode, motivation and resistance factors such as low quality of agricultural labor force, unreasonable industrial structure, imperfect technological support system, insufficient capital investment, backward system of management and so on. Based on the analysis of innovation capability of urban agriculture in PRD region, establish an evaluation index system of urban agriculture's innovation ability. Using the Principal Components Analysis model to evaluate and rank their ability of regional agricultural innovation ability. Therefore, it analyzes the innovation ability from different aspects and then points out the constraints which hamper the development. Finally, it provides responding policies and suggestions. They includes: build up ideas of innovation of urban agriculture, elevate continuously the quality of scientific researchers and peasants, intensify education and training, increase resources of fund for agricultural innovation, cultivate enterprises which are involving in agriculture into new types of innovative bodies, structure multivariable system of extension and agency service to promote the transformation and extension of agricultural scientific fruits, enhance the interaction between agricultural innovative bodies and governmental macro control of innovation of urban agriculture, and promote institutional construction of agricultural innovation.
