Research On The Policy Of Dongguan's Industrial Cluster Innovation

Industry cluster is a new type of industrial organization, it needs innovative organizational structure, industry and cultural foundation, knowledge accumulation and diffusion of the internal mechanism, which has the advantage of innovative systems. The innovation is the cluster most important source of competitiveness, is supporting the sustainable development of industrial clusters decisive force. However, the Pearl River Delta, Dongguan City, in particular the existence of industrial clusters own system weaknesses and market failures, the cluster internal organizational level was low in talent, technology, financial strength and relatively weak, the corresponding service system is not perfect, Learning and Knowledge Creation there is a big shortage of capacity, lack of products with independent intellectual property rights and innovation key issues, and these problems has not been solved. At present, the industrial clusters in the development process has suffered from a variety of adverse international and domestic factors, challenges and pressures to resolve these problems, industry cluster itself alone is not enough, the urgent need to rely on innovation and technological progress to promote the industry Clusters; urgent need for the Government's own combination of industry cluster growth and development characteristics, in the corresponding period of the field and play an important role in the cluster for the region to provide good public services, in order to achieve the sustainable development of the cluster.This paper studies the policies introduced by the Government: Technology Innovation Policy, Industrial Park Policy, the modern service sector, SME support policies, investment and financing policy, talent introduction and training policy for the study, from different theories explain the mechanism of cluster innovation and analysis of industrial clusters as a theoretical basis for innovation policy, through the Industrial Cluster in Dongguan, the development status of advantages and disadvantages of industrial cluster policy innovation and policy causes problems.And then from the government, intermediary services, cluster enterprises by improving the level of Dongguan City Industrial Cluster in the policy should be followed in thought, finally, the system by improving the innovation cluster, Dongguan City, the policy system should be taken so as to promote the Pearl River Delta Industrial Cluster Upgrading and solve development problems in Guangdong Province to provide useful theoretical reference.
