The Study On Application Of OSS System In The CBRC Hunan Office

Off-site supervision(OSS) is a reiterative process, in which the supervising officers constantly collect, monitor and analyse the risk input of the very sector, plan the supervising strategies under the mainly hidden danger by taking the risk level along with the sector's influence on financial system into consideration, allocate the resources properly and implement the respective supervising measures. As the system of OSS has just been founded in China, there are many critical aspects to watch out in applying this.system. Based on the importance of OSS work, it can be of great significance to pay more attentions to scrutinizing the use of OSS in the banking system, to suit the remedy to that issue, to improve the efficiency of supervision through the efforts of perfecting system construction.This article defies the OSS at the very beginning, introduces some relevant theories of application of OSS system, from the angles of conventional supervision theory and risk-based supervision principles in financial sectors, both strongly supporting the implications of this article. Aimed at the study of present situation of OSS as well as some problems that exist, this article brings forward four issues of the system as followed:the first one is OSS faces the scarcity of data, the second one is that there are disadvantages lying in the design of report forms, the third one is the system is still not profound enough for early warning, the forth one is that more connections of the OSS and spot supervision are to build. Then the article chooses Bank A as a sample to revise the system. As indicated in the paper, the use of system in the CBRC Hunan Office, the conclusions based on the analysis of system information from OSS, and the distinguishes between the latter and practice of the CBRC Hunan Office can all be seen in this paper. The use of OSS system in China is still at a preliminary stage, therefore we discuss the system with the case of US, who adopts a many-headed way of supervision and has gotten onto the track of institutionalization and standardization, with respective emphasis and highly unified understanding at the same time. This thesis comes up with four pointed suggestions for OSS system, borrowing the experiences of US and considering the current problems of OSS's use in the CBRC Hunan Office.
