County-level talent market take into account public employment services and the market allocation of human resources,the dual task, how to effectively establish and develop a county-level human resources market, deal with employment services to meet the government's public functions and the pursuit of the contradiction between the market to maximize economic benefits to become placed in an important task before us。In this paper, Yuhua District, county-level examples of the talent market construction to study the basis of more in-depth analysis of the building when the current county-level talent markets major problems:service concept and service strategies are more backward, the scope of services to meet the market can not be the whole necessary, against the market risk and so weak.Leading to the requirements of scientific development and human resource shortage and employment pressure constitute a contradiction.Address these problems and contradictions of the fundamental solution is to strengthen the principal role of the county-level talent market,specifically in terms of:First, we should develop the external environment of county level talent markets following the four areas:to rationalize the relationship with the Government talent management departments;to transform the functions of our government, and truly make the talent market full market-oriented;to establish a functioning system for the talent market and standardize the market behavior; to strengthen the law enforcement of the personnel service so as to maintain a good environment for market service. Second, we should strengthen the internal environment of county-level personnel market following the six areas:to reasonably position the county level talent market; to stretch the service antennae;to establish and perfect after service system; to establish the platform of public service;to establish and improve the mechanisms of communication and coordination;to educate the specialized human resource of talent market management.
