Research On The Credit Environment Assessment System Of Changzhutan Comprehensive Reform Experimental Zone

The country had authorized the ChangZhuTan Urban Cluster as "the reform testing areas of national resources-saving and environment-friendly social constructions with synthesis and whole set" on December 14,2007.It'll play a demonstrative and leading role in perfecting the thinking of building "two-oriented society" for our country,and it'll solve the institutional problems in the economic and social development and realize the scientific development.Finance has been regarded as the core of modern economics. It's a very important pillar to support the construction of "two-oriented society".For financial industry plays a special part in the "two-oriented society" construction and regional economic development,a good credit environment is needed.The credit environment evaluation of ChangZhuTan not only reflects the constrcution of regional credit system,but also reflects the political,economic and social development. Assessment of regional credit environment and gap analysis have a great significance.For example to improve the competitiveness and reduce the transactions costs and trading risks.It's helpful to improve the trading efficiency and attract foreign investment,and it's also helpful to speed up the financial intermediation and improve the level of consumption.This paper analyzes the elements of the credit environment and holds the connotation of "two-oriented society" and credit environment evaluation,then builds a comprehensive evaluation index system with such as scientific and operational principles. This index system is divided into two blocks:the external enviroment and the subject enviroment. And the external enviroment mainly consist of economic development enviroment,financial operation enviroment and legal environment of credit.The government creit,enteprise credit and personal credit compose the subject enviroment.The comprehensive evaluation index system of credit in ChangZhuTan is a multi-level index system.Then we evaluate the credit environment of the ChangZhuTan Urban Cluster with MCE package under F-AHP. The results show that the credit environment of ChangZhuTan is better. Specifically,the evaluation results of the external enviroment is general but is relatively good for the the subject enviroment.Later we have the attribution analysis to the results and it illustrates that such as the economic benefit and innovation ability are two main influnce factors for this evaluation result of the economic development enviroment. Under this evaluation result and taking into account the basic situation of the credit environment in ChangZhuTan Urban Cluster, there are strategies for ChangZhuTan to speed up the local evolution of credit environment finally.
