However, with the development of economy, resource constraints are becoming more and more outstanding, in this case, in order to ensure“sound and rapid economic development”, urban economic structure will face the transformation to innovative urban development road.An innovative city is the city based on technical innovation which is city driving core for economic and social development, Their main manifestations are: the higher investment of the whole society to innovation activities, strong international competitive technology of the important industry, high performance of input and output, and scientific and technological progress and technology innovation in the industry development and the growth of national wealth plays an important role. The content of an innovative city construction provides the important means of solving the problem of resource constraints and environmental damage. As one of our“two type society”construction synthetically reform test zones, in the innovation urban construction, how to research, analysis and assess the performance of the construction in integration, according to the development requirement of ChangZhuTan urban agglomeration“resource conservation and environment friendly”, which is one of the important work oft ChangZhuTan innovative urban construction in current.By analyzing the theory of innovative city construction, such as basic connotation, basic elements and basic pattern, think that ChangZhuTan innovative urban construction with an innovative city must have innovation, innovation resources, innovation system, innovation environment and innovation performance for basic element and the construction connotation of“two type society”for theoretical basis, on the basis of practical experience of construction and of an innovative city in China and abroad , considering the evaluation requirement of ChangZhuTan urban agglomeration two type of social construction, establish both innovative city construction and two type society construction evaluation, the evaluation index system of ChangZhuTan urban agglomeration of innovative construction is built. Among them, there are 5 evaluation modules of level 1, according to 5 basic elements of an innovative city, in which 25 modules evaluation of level 2 are selected, and 217 evaluation indexes of level 3 are further designed. The first and second evaluation indexes are the evaluation index of every module, the third evaluation indexes are basically individual indexes. According to the principle of comparability, there are two contents including the dynamic comparison and transverse comparison in the evaluation index system. Then, the paper analysis index data from 2000 to 2009 using a weighted average comprehensive index method. The conclusion is that the ChangZhuTan innovative urban agglomeration building is in high speed, and ChangZhuTan innovative urban construction is in coordination. The advantage of an innovative city construction comprehensive comparative is obvious,“Two type society”construction has good start. But compared to inside and outside of the province, ChangZhuTan innovative urban construction integrated comparative advantages trend abate.
